Jesse Stone (Tom Selleck), police chief of the small New England town of Paradise, gets under the town council's skin with his independent ways. Reminding him of their power to suspend him without pay, the town council investigates his involvement in a stake-out in which Jesse's friend, a state police commander, is shot and wounded. Meanwhile, Jesse deals with his drinking problem, his ex-wife moving on, and tracks down the man who shot his friend. He faces a conflict between feeling and pragmatism after Elizabeth Blue (Camryn Manheim), who believes her son who was kidnapped seven years ago is alive in Paradise, seeks help from the Paradise Police Department.
