The US finally had their first female president, but this was cut short by a terrible tragedy. She was shot dead by a sniper at her Veterans Day speech. The sniper gets away and later on an elderly couple discovers a wounded man (Stephen Dorff) in a tree. This man can not remember anything about himself, or how he ended up where he was. The only sign of who he may be is a tattoo on his neck which reads "XIII". Meanwhile the White House is still trying to find evidence of who killed the president, leaving the elderly couple ignorant to the fact they are face to face with a man who could be the sniper.
